i want to try and buy the Schwinn Panther, or a bobbin bicycle but idk if they are reliable to buy off the internet.

Craigslist
There are a lot of vintage bikes for sale in my town, usually for under $50. Definitely give craigslist a try, also try putting a want ad on craigslist and ebay.
